So here’s an interesting theory I just made based off the first eight pages:

Transformations aka turnings are a thing that needs to be sanctioned in this setting, and ones that aren’t are to be reported. We don’t see a sanctioned turning but it can be easily presumed that they are done so intentionally and tunings can be caused by driving from the same cup as an anthro. So perhaps all anthropomorphic animals are and/or are descendants of people who were willingly turned, possibly by ARS itself. The reason drinking from an anthro’s cup temporary

Turns you into one is because their saliva contains genetic remnants of what ever they or their parents took to become an anthro.

Thanks for reading.

you're pretty close, actually. the commissioner of this comic, Raiden, has his own universe where this takes place. there exists a virus that ever anthro carries that contains modified DNA. once infected from any biofluid source, the subject will mutate and turn into an anthro of the same species that infected them. things like saliva are very weak, so the infected person's TF is temporary, and they will revert within 24 hours at the latest. other biofluids, like blood or reproductive fluids are much more potent, and will lead to permanent change.

the ARS, meanwhile, was formed as a way to monitor and contain the spread of the virus, as well as prevent societal collapse by hiding knowledge of it's existence.
