So, do you have to be a werewolf already to go there, or is that provided when you pay tuition?

Normally, those who get admitted have either been born as werevolves or become such beforehand. For those needy young lycanthropes, the admission is always free.
On the other hand, however, one can never say for sure what might happen to someone should they stumble onto the grounds of the academy on a night of a full moon...

Sounds like an innovative children's book. One where the world responds to children with special abilities realistically.

Dr. Critchlore's School for Minions. Whether you're a manticore or a human born to serve, it's got the courses you're looking for to help you fit into modern (evil) society. Of course, that children's book has a werewolf protagonist who loves the place to death and has to do everything in his power to keep it from being shut down...

*a primly-dressed and thinly-furred werewolf with tiny spectacles slowly walks in with the assistance of a cane. Frowning, he erases both "it's" and replaces them with "its" instead, murmuring something about "pups" under his breath. With a curt nod he turns and stalks away, nose held high. Somebody plants a "KICK ME" sign on his back.*
