One of the reasons that rule is in place is due to copyright and property issues, not due to its status as art or not.
Also, most people that do photomanips do absolutely horrendous and atrocious jobs. So it's easier just to tell everyone they're not allowed to post it (unless they show a portfolio and get explicit permission from the site owners), for the sake of not embarrassing humanity any further than it already has.
this is neat! i really like the look of the second one in particular. something about the little bit of contrast between the redrawn parts like his footpaws and the stuff that's left mostly untouched such as his clothing. kinda makes it feel like he's becoming part of another world, haha. i'm not sure i expressed that clearly ... anyway i love it :D
(and photomanips totally count as art, especially with how much is obviously redrawn and recreated in this one while maintaining a coherent visual look)
However strange it might seem, very little of this is redrawn! The only things I've drawn on is (some) fur and the claws. All the other changes are accomplished through other, non-drawing Photoshop tools :)
This is actually really amazing for a photo-manip, especially the last frame. Lighting and everything looks right. Kinda wish this guy was the protagonist of a videogame or something.
